Greater Muscat 2040: a new lens for choosing property

A property decision is usually framed around the unit itself: price, area, finishes and delivery date. The Greater Muscat Structure Plan adds a wider question: how will the surrounding city function over the coming years? Published by Oman’s Ministry of Housing and Urban Planning, the plan defines an interconnected urban corridor from Muttrah in the east to Barka in the west. It covers 137,218 hectares, extends along nearly 100 kilometres of coastline and crosses administrative boundaries between Muscat and South Al Batinah. For buyers, this scale matters because future value in daily life will increasingly depend on networks—not a neighbourhood name alone.

1. Read location as a network

The traditional property search often starts with distance to one workplace or landmark. A long-term reading should also examine how a location connects to employment clusters, schools, retail, healthcare and regional roads. The plan’s geography suggests that Greater Muscat will operate as a broader, linked metropolitan area. A buyer can therefore compare two properties by asking which one offers more than a short drive today: Does it provide several practical routes? Is it connected to multiple activity centres? Can daily needs be reached without repeatedly crossing congested corridors?

2. Test the product against future supply

The plan targets 313,000 new residential units. This does not mean every district or development will perform in the same way, nor does it guarantee a financial return. It does mean buyers should expect a deeper and more varied housing market. In that context, differentiation becomes essential. Efficient layouts, credible construction quality, useful shared facilities, professional property management and a clear fit with the needs of the intended resident may matter more than decorative promises. Buyers should also compare the unit with likely future alternatives, not only with what is available today.

3. Treat mobility as part of the property

The official plan states that Greater Muscat is expected to contribute 79% of the public-transport trip target under the National Urban Development Strategy. This points to a gradual shift from evaluating access only by private car toward a more diverse mobility environment. The practical questions are straightforward: How close is the property to planned transport corridors? Is the pedestrian approach safe and comfortable? Are services clustered within a realistic distance? Transport plans develop in phases, so purchasers should distinguish between an approved strategic direction, a detailed project and infrastructure already in operation.

4. Put resilience into due diligence

Urban quality is not limited to attractive streetscapes. The plan includes a disaster-protection system of more than 16 dams and 250 kilometres of drainage channels. For a property buyer, that makes site conditions and infrastructure capacity part of the evaluation. It is prudent to review flood and wadi exposure, site levels, drainage design, access during severe weather and the developer’s engineering approach. City-scale protection is important, but it does not replace project-specific technical checks.

A practical decision framework

Greater Muscat 2040 invites buyers to assess property through four connected layers: the unit, the development, the district and the metropolitan network. Before committing, verify title and approvals, understand the payment and handover terms, inspect specifications, compare service charges, and ask which planned infrastructure is confirmed and which remains indicative. The strongest choice is not necessarily the closest or most heavily marketed property; it is the one whose location, product and operating model best match the buyer’s actual use, time horizon and risk tolerance.
